100th anniversary of the birth of Teddy Roosevelt. Pretty late usage on the stamp.(1930-1958) Not sure what the "RESPONSIBLY' was refering to. Maybe hunting or maybe responsible forestation/conservation, something along those lines.

This has caught a few member's eyes but I have no idea what the full cancel might say, if it's a USPS or private cancel, or what it's promoting.
