Sure, but it is now far too late. Other than dedicated stamp collectors and a few dealers, no one uses stamps any longer.
And even here some dealers are unable to affix a neat stamp to a mailing to a collector customer.
Most company mailings are uninteresting at best anyway, this could actually be an improvement. Although, it's hard to imagine a company the size of HP, peeling and sticking stamps on their mass mailings. It's not a job I'd wanna apply for.

Here's the deal... marketing research shows that people are more likely to open an envelope with an actual stamp on it. That's why companies and non-profits buy and put stamps on their mailings. Exhibit A:
And meter users for eons have included advertising slugs. Exhibit B:
So what's new here? If indeed companies will print advertising stamps, either they will be on sheets and done on small mailings, such as the HP mail from sales reps to customers, or the suppliers will provide them on coils that will fit into the current stamp affixing machines that companies are already using as in Exhibit A.
The other option, since color printing is easy these days, is to print color meter type stamps directly onto envelopes or cards.
Now the historical part of modern postal history. The article states that there was a "Personalized custom postage began with a two-month test in 2004". Sooo... anyone have any examples? Are these going to be modern rarities of postal usage?

You know what would be cool. creating a stamp where the frame of the stamp has the USPS postage value, but the center has the image of the local post stamp. Could be compound local/national postage stamp. How cool is that?
Printing full color meter stamps on your letters and postcards is going to be a problem. There has to be an accounting system in place in order to be able to print valid postage. I'm sure the USPS could come up with a system set up in the cloud. Or....

Producing National/Local Post stamps should be fairly easy. Stamps.com, Zazzle.com, etc. print valid postage with your artwork. For a nice fee, of course.

I know the concept is not unprecedented, but I have a better idea - why not use the letter covers themselves, a highly successful form of advertising, for your marketing, rather than the stamps? Believe me, I appreciate the unexpected direction AWAY from the Internet and the virtual world, but they should have come to us for advice first. We could show them how to do this right!
