I can't find this stamp in the catalog and it has an odd cancel. Some info on the
scott number and the cancellation please.

It's a revenue only stamp - not postage and revenue. There is no Scott number.

The stamp was first issued in 1884, according to the Forbin catalog price list of tax stamps.

Any time I see that somewhat fugitive blue cancellation
I consider it likely to be a revenue.
