The first page has overprints issued at the occasion of the Carinthia plebiscite. The top ones are listed in Scott as semi-postals under Austria. The bottom ones are listed under Yugoslavia after Slovenia and before the general issues.
The 1920 Hochwasser overprints were printed in different colors and on different paper than the 1919 originals. In the Scott listings the colors of the paper are indicated in italics.

You need to get those Carinthia stamps of the page ( and destroy the page ). That paper will eventually degrade and affect the stamps ( mold, toning or whatever).
More stamps are damaged through poor storage conditions than ever get torn, folded or creased !

On of the collections I bought recently(from a U.S dealer incidentally)came in an old musty smelling crumbling folder with various pages inside which seem to date back to the Ice Age.Now my german is a bit rusty but I think that the top stamps were not issued?;and the bottom ones I cannot find at all.Some of them are in Scott inc.the Highwater ones but the different colour papers are not mentioned.Proofs?What are those Yugoslavian stamps and the Austrian ones with different coloured papers ??
