It is the responsibility of the seller to deliver the goods by whatever means is necessary, period, no ifs-ands-or-buts!
Ask the seller to send via UPS ground or FEDEX. UPS ground is fairly cheap. Not sure of FEDEX costs tho....

I am not sure that is entirely fair Ken. If a postal method/rate was quoted prior to sale, then I am not sure the buyer has a right to demand the seller to send by other means at their own expense.

Smauggie brings up an interesting point. This situation (Canada Post strike) probably does not come up often enough to warrant an official eBay policy. But I will head over there (eBay, not Canada) and take a look.

Contacting eBay is a great idea. Do us all a favor and copy-paste their policy statement, if they have one, and post it here for us all to see. Better yet, start a new thread with a title that is more descriptive of this occasional problem.
I once lost an entire shipment from a seller in Texas. It was a couple years ago, when they were experiencing a 100 years flood event, and the stamps were all MNH. Needless to say they were ruined. The seller took a soaking on this one and refunded my funds.
Nowadays floods that used to occur once in 100-500 years are becoming the new norm every year or so, and it might be a good idea to find out what to do about this shipping hazard. In my case when I told the seller I would re-order some of the stamps if he still had extras, but told him to hold my order for a few weeks until waters had receded. Someday all stamps orders will have to be shipped via packet boats.

Purchased a stamp from a Canadian dealer on eBay yesterday, and shortly thereafter got a message from seller that he thought it best he hold on to the stamp until the "potential" Canada Post strike ends. So I'm not holding my breath on that stamp, or two other Canadian orders I made the same day. O the humanity.
This can't be good for anybody. From what I understand the dispute centers on disparity of wages between urban and rural carriers and "door to door" delivery.
Hopefully this gets resolved soon.
