Europe/Great Britain : Identification of a GB perfin?

I am curious to know what the British perfin N C represents. I have come across several, some of which bear Newport postmarks, dated 1972.

Two are pictured below.

Does anyone know, or have access to a catalogue that would have the answer?

Technically probably "Newport Corporation" but the same thing - today would be Newport District Council.A result of years of messing about with local government bodies.
