It definitely appears to be Iranian but it is not, at least, a Scott listed postage stamp.
I would guess that it is a revenue stamp from Iran.
This appears to be a Persian (Iranian) revenue stamp, probably a receipt stamp, with a space for either a signature or value to be added. Barefoot catalogue may be a help.
As far as I know John Barefoot hasn't published a revenue catalogue covering Iran.
I've seen references to two catalogues (but don't have either):
“A guide to Iranian Revenue Stamps†by Abbasian
“Revenue Stamps of Iran†by Sasan Baharaeen and Gordon Brooks
I think this portrait is that of Ahmad Shah Qajar ("Ahmed Mirza" in SG) who was Shah from 1909 to 1925.
This stamp isn't listed in the 1915 Forbin catalogue.
In the picture below are 2 similar revenues of different color/denomination (row2 stamp1, row3 stamp 1)
The website is down, so I was not able to find out any additional information.

I see without the handstamp, its usage was 18Jan1919 to 23Jan1919.
The 2 stamps in my pic appeared to be handstamped, so would fall into a different period of usage.

I cannot seem to be able to find this stamp in Scott, my Linn's Stamp identifier, Google image search, etc. I originally guessed Iran as there were many other old Persian Empire stamps in the lot this was found in. Thanks for any help.
