Neither stamp will be listed in the Scott catalog.
Top stamp is a Cuba state revenue stamp. In the Forbin catalog, #26(1898).
The bottom stamp is a Cuba telegraph stamp. In Hiscocks catalog, #57(1880).

I am guessing this is a revenue since I can't find it in Scott's.
