I found this stamp from Southern Rhodesia. It is perf 12 1/2 on the top and bottom. Is this a coil like Scott # 2b?

Yes. Gibbons #2c. Only the coil version was perfed 12 1/2.

They were cut that way as the stamps were made into the coil rolls.
