I don't know about invoicing at DelCampe. However, if a seller can edit the invoice to remove the word "Cuba", then you should not have any problem with PayPal.
The invoices are generated automatically by the Delcampe web site.

I've never tried Delcampe, but if this was eBay I'd send the seller a system message asking to pay outside the system, or for them to send you a Paypal invoice for a service that didn't involve the word CUBA.
Or if you can see their email address, go to Paypal and use the "send someone money" option.
You would have thought the Cuban seller would have put some thought himself into this problem. You can't be the only American seller having difficulty sending him money?

Both Paypal and Ebay ban goods from certain countries (See list on link), If you are in the US and you sell or buy stamps from these countries you may find your Paypal account and/or Ebay account suspended. IF you are anywhere in the world you may not use Paypal to engage in commerce with these countries, nor may you advertise to sell goods to these countries even if all transactions occur outside of Paypal.
Apparently the Justice Department told them that they would shut them down if they didn't follow the rules of embargo exactly. In fairness to them how do you differentiate which items are legal and illegal - you can't based on the descriptions of sellers. And even if you could they are not going to risk being shut down for making a mistake.

Poor Bob, who is Canadian having trouble buying a Cuban stamp from a Luxembourg company because PayPal is overseen by an American judiciary that hasn't yet lost its embargo status even though an American just visited there and, I suspect, ate some embargoed Cuban food

PayPal tends to play Policeman and often rejects transactions with "Cuba", "Sudan", "Iran" or other sanctioned countries in the description in order to avoid being involved in any prohibited transactions. Of course, in the process of their paranoia, they block a significant number of completely legitimate transactions, such as trade in historical philatelic materials.

I was actually dealing with two dealers, one in Spain, and one in Bulgaria. The ones in Spain sent an invoice which didn't mention Cuba, and I paid him via PayPal. The Bulgarian is the one who asked for my PayPal email address, which is the same one that I used to contact him, so I told him to go ahead and use that one to send me a PayPal invoice. I haven't yet heard from him or from PayPal about this.
If the U.S. president can go on a friend-making expedition to Cuba, how come goods are still embargoed by Pay-Pal.
The press here (UK) is full of the history-making resumption of trade between the US and Cuba. Perhaps someone should ask Pay-Pal to keep up with the real world !!

The US embargo against Cuba was instituted by President Kennedy in 1962 and enacted into law by the US Congress. Congress will need to repeal the law for the trade embargo to be lifted. Just because our president goes and smokes cigars, and does the "wave" at a baseball game does not change the law.
Bob -- if you know the total, and if you know the PayPal address that the seller uses, you really don't need to wait for him to send an invoice. You can just him a payment for that amount. It's probably best to say it's for goods and services, so that you'll have PayPal's buyer protections in case there's a problem.

I recently bought some stamps from a seller in Israel using EBay. I paid by Paypal and my payment was listed as "payment pending". The seller queried why I was withholding payment. I initially thought that maybe my card had expired but after some checking established that my card was fine.
Anyway, I checked the Paypal statement for the item and it said the seller had not claimed the payment. I emailed him and told him that he needed to claim the payment. A week later the item was listed as "sent" and about two weeks later the item arrived. A few days later Paypal informed me that my payment had been refunded to me as the seller had not claimed it.
The amount was only about $US 5.00 but I feel uncomfortable in receiving something that I didn't end up paying for. Paypal suggested I look at other payment methods????Why would my initial payment be listed as "payment pending"? I checked the Paypal meaning but it didn't make a lot of sense given the item was sent and I had left positive feedback.

Is the seller fluent in English? While most Israeli's speak some English the official languages are Hebrew and Arabic. Remember that nuances are often lost in translation. Try switching a fairly simple phrase back and forth using a web translator and it becomes evident why there are problems. Or pick up a copy pf "English as she is Spoke", a wonderfully enjoyable little 19th century book (google it).

The seller however knew originally that the payment was pending because he queried me as to why I was withholding payment. I can try to communicate to him via Ebay messaging but I don't think Ebay allows private email addresses being sent via their messaging system. I think his English is OK so he might be able to tell me the correct email address if it is only a letter missing.

Usuallly you can get past the Ebay bots by sending your email address as "&%^#&$#& at aol dot com" Using "at" and "dot" seems to fool it. If not it just won't complete the send.
I think I've been blindsided by a "payment pickle"!
Today I purchased three "Buy it Now" items, one each from three different dealers, on Delcampe: A Cuban cover, a single stamp, and a set of stamps. When I got invoices, I discovered that PayPal will not cover payment for any item described as Cuban. Thank you American paranoia!
Anyway, I've had contact with one dealer who wants me to provide him with the email address that I use for PayPal, which I'm thinking would be forbidden by Delcampe and could jeopardize my relationship with the company. Any advice?
