It is a French Belgian revenue stamp, so it was likely on an invoice.

I don'T agree with Adam, there is the portrait of "ALBERT 1st" (1889-1922)of MONACO, so I beleve it could be a revenu stamp from Monaco, sorry for my aprox english....
there was also a king "Albert 1St" in begium in this era (1875-1934) so it could be anny of those french speeking contry
This is the top half of a Belgian revenue stamp from 1925.
Minerva was THE Belgian auto manufacturer up until about 1937/38 or so. The company made some absolutely gorgeous automobiles.

The word "Liege" at the bottom is the clue, thus not Monaco.
I wonder if Lesney and/or Matchbox produces toy Minerva and other European car models for sale in those countries ?
I'd love to have a twelve cylinder slide sleeve '30s Minerva or similar models.
