PTT Loan ?
Ikey, Emprunt translates as "loan" ptt is probably "Push to talk", so the phrase is possibly to hire equipment to enable such as a phone, two way or some other form of wireless or I guess hard wired as well, to allow communication.
Sure some of our French members will have a better explanation.

The slogan cancel is advertising you can get a loan from the postal savings section of France PTT.

Postal banking was in place at the turn of the century, 20th that is, and Bernie Sanders is trying to revive it, good luck with that on the kind of society that we have today.
Not exactly that you can get a loan from the postal bank. Actually, they were bonds issued by the French postal authority (PTT stands for Postes, Téléphones, Télégraphe) when it was a french government department. Citizens (at that time they were not yet passive consumers) could lend their money, at a low rate, to this gov department. In return this department issued vey nice stamps, provided a lousy telephone service and helped reconstruct the country after WWII destruction. The cancellation is just an ad for people to subscribe. Maybe this reminds the War Bonds to some!

I know enough to greedily retain any railway cancels & new-to-me slogans I run across ...
... but I don't know the meaning of 'EMPRUNT', as in { EMPRUNT P.T.T. / EQUIPMENT P.T.T. }.
Can any of y'all help?
