The important thing is that it be your lines, for your collection, chosen by the limitations of your interest.
Those stamps are Red Cross stamps, even without the "red cross" emblem.

For the Red Cross, my topical collection is limited to those issues commemorating the centenary of the international Red Cross. That would be in 1963; the centenary of the establishment of the organization of the International Red Cross. This consists of about 450 stamps and 50 (sheetlets or booklet panes).
So from the French semi-postal issues, the 1963 booklet (Scott catalog #B374a) is the only one of interest for my collection:
However, there are other stamps for my collection that are less obvious. For instance, Bolivia's commemoration of the event was not until December of 1966 with an unobtrusive overprint on stamps whose design was totally unrelated to the Red Cross (Scott catalog #482 and C265):
France has to be one of the largest issuers of Red Cross stamps, followed by Finland.
In the Low B400's, I'm finding many issues without the Red Cross emblem printed on the issues, but the Scott catalog makes reference that the printed surtax on the postage went to the Red Cross. Are these issues considered as Red Cross issues as well?
