For myself, if a Red Cross stamp is overprinted to commemorate some other event (say the 10th anniversary of the death of JFK), then it no longer qualifies to be included in my "Red Cross" collection. However, if a Red Cross stamp is overprinted to commemorate some other Red Cross occasion, then it is qualified to be included in my collection, i.e., as an example the 1960 Ecuador C375 was overprinted in 1963 as Ecuador C408 to commemorate the centenary of the Red Cross. I would also include any overprints that were just re-valuations due to rate changes.
In the overprinted issues, all have a large Red Cross emblem on each stamp, and the overprint is no more than just printed words. I've not found any that had another picture placed over them. Problem with using the ATA check lists, some of the overprints are listed and some are not, but all are the same type of overprint. With no "author" for the last posted ATA issues, the collector has no contact source to "hash" out these seemingly little issues that plague new collectors....
Popeye Guatemala "reissued" the 1958 Red Cross set overprinted for various events..in 1960 they reissued it overprinted for world refugee year,in 1961 they just added Mayo de 1960 to the original stamps. In 1964 4 different overprints/surcharges on the Red Cross issue of 1958 were issued 1)Tokyo Olympics 2)New York Worlds Fair 3)8th bicycle race 4)revalues for the red cross. Guatemala is conservative in its amount of new issues..the first 2 sets Tokyo and New York were issued in quantities of 30,000 sets..the bike and revalue were 20 thousand sets each..and yet as we can see they are readily available..Some of the higher value air mail stamps of the 1930s had only 3 or 5 thousand stamps issued...and you can get them for a few bucks on ebay. i find Guatemala fun to collect...When supplies of the ordinary stamps ran out they would overprint revenues, officials or just higher value stamps down to the regular postage rate.
In cataloging the Guatemala Red Cross issues, many have overprints that make reference for other issues. If you are still able to see that the issue is for the Red Cross, even with the new overprinting, would these issues be cataloged under the Red Cross issue as having an overprint on them. There are about 40 or so issues I've found like this.
