Many stamps were used for postage and revenue, especially higher values. I would take this stamps at face value and conclude it is what it says it is, a revenue or tax stamp.

Other North Borneo stamps I have, "Postage & Revenue" seems prevelant.
This one I cannot find in my catalogue, It has the word REVENUE only.
So is this a philatelic item or a tax stamp, or something else.
