Can't help with the catalog numbers, however.

Googles translation of the wording , cross referenced to the government website gives the following,
Order No. 160/77, appointing the Administrative Commission of mournful of the Postal and Telecommunications Services Employees.
Possibly it was a charity stamp, there has been a stamp of the same issue sold on Delcampe lately and a search of ebay may turn up more. Possibly with a Scott #.

The set shows up on Delcampe referenced as a revenue issue, with a reference to a Portuguese catalog of revenue stamps.

When you Google 'lutuosa dos empregados dos ctt' you will find some examples. They were apparently labels - listed on Delcampe as fiscals - issued as part of a support campaign in Mozambique for employees of the CTT in trouble. They were also issued in a $10 denomination. A similar campaign seems to have existed in Macau, only now no stamps show up.
