I agree it is a Die 47.
Orange was certainly a common paper used for this issue.

I would say yes. Virtually no chance of wrappers being cut from orange paper. Someone would have reported it over the years.
Also, I seem to remember used wrappers having a different type of cancel, as compared to envelopes. Maybe someone who specializes in wrappers could comment. The one in the OP looks envelope-ish to me.
Yes, this must have been taken from an envelope. The thin paper led me to think otherwise, but your comments and further reading helped me understand that there were different paper weights for the envelopes.
The cancel on this one contributed to my thinking this might have been a wrapper. It's unique in my small universe of Cincinnati cancels.
I’ve got three of these, two with Chicago cancels and this one from Cincinnati. I’m pretty sure they’re Die 47 and they are clearly orange paper. The partial watermark on the Cincinnati copy appears to be UPSS #5. It has a circular blue CINCINNATI O. cancel with a “3†in the center.
The 2012 UPSS catalog does list on page 63 the blue indicium on orange paper with the #5 watermark, but it is identified only as an envelope and not as a wrapper. This paper clearly is very thin. All three of my copies are wrinkled. The only wrapper paper listed for Die 47 is manila on page 64. As I look at other postal stationery issues from this era, all the wrappers were cut from manila paper.
