I have two sets of stamps that relate to France but are not normal postage stamps - any help in identifying these would be greatly accepted. Image Not Found

Do you know what these "Stamps" would have been used for? Were they valid for airpost? Was this, perhaps, before the French Post Office got involved with Airmail?
