Hi Steve,
You're right that these are cut-outs from Egyptian postal stationery envelopes.
The usage in Suakin is interesting but I think it's a red herring here as I can see clear postmarks from Alexandria and Luxor so regular use within Egypt.
I'm afraid I can't help with dates. Unfortunately I don't have the Higgins & Gage catalogue for letter E countries.
