In the last 5-6 years in which I have been actively collecting postal history, I have seen exactly none.
I've seen plenty of FDCs that fit the bill.

I have seen a handful, i.e. about 6 or so....but all were recent/used out of period.
My assumption is they were taken from damaged sheets.
Being as my main collecting interest is in postally used US, I soaked them off the paper and put them in my album, just to fill a hole until (maybe) a proper set is found.

I have been using them for postage over the past few weeks. All gone now. I obtained them as singles from a bulk postage lot.
I was collecting at that time and I know I broke up several sheets and used them as postage. These weren't available at every post office like a regular stamp issue, they were available at the National Stamp Show in Philly and then in philatelic post offices on specific dates. In New Jersey those post offices were Hazlet and Morristown, on different dates.
I got a mess of the White Ace souvenir booklets and corresponding mounts. I was at Hazlet and Morristown selling these to people who bought the sheets. I still have some NOS booklets if anyone wants one!
So I'd say that any postal usage would be by people in the hobby. If I went digging in my hoard, I might just find some.
Just curious: How many folks here have seen or perhaps possess covers either franked with a single stamp or correct rate multiples that were taken from the 1976 US Bicentennial Souvenir Sheet?
I realized the other day, I have never seen single stamps from the four souvenir sheets on a cover.
