In the Scott catalog, Azerbaijan #B1(1922).

I didn't check genuine or counterfeit. Some of the Azerbaijan counterfeits are actually worth slightly more than the genuine.

Yeah, it seems to be printed on poor paper, almost like newsprint paper. Also, the stamp is printed in black with an uneven wash of blue color.

Yes. Like the broken line under the ACCP is solid on my stamp.
