International shipping is expensive, and tracking of such shipments is often not available. I do not know of any sellers who would be willing to ship "collect on delivery". It is too risky. Sorry.
The problem doesn't lie in my mother mistrusting me. She NEVER shops with a credit card online, because she's afraid of being scammed. I've tried and tried to persuade her otherwise, but to no avail, unfortunately. Such a drag!
In Bulgaria, do you have refillable debit cards? Looks and acts as a credit card, but you make a deposit into the account for the card. Then you can make purchases on the card. When funds run low, you add more to the debit card balance. That may be a way to get around the credit card issue.

In the states there are cards that you fill BEFORE using them; they function like debit cards, but the money is restricted to what's in the card, NOT your bank account. Maybe such a thing exists in Bulgaria or you could get a US card that functions that way
They are called Debit cards over here.If Georgie has a Mobile phone with O2 or the Three network he can contact them to get one of those cards.Only the money placed into the card can be spend,no more.Perhaps contacting Barclays Bank,London will bring a result since any money put on either card goes into a Barclays A/C.
Hello, fellow collectors!
I was wondering if any of you know about online stores that accept payment through the post or when the goods are delivered in front of my door. Since I don't have a bank or PayPal account yet, eBay is not an option for me.
The online dealer community in Bulgaria is very small, it doesn't offer much variety -- for example, I can't find British Commonwealth stamps anywhere online here -- and sells its goods at rather high prices, so I need to look for new places to obtain stamps from. Should you have any thoughts or websites to recommend, please don't hesitate to post.
P.S : A free shipping option would be nice, too, though I think it highly unlikely that there'll be many online stores that offer it with every order and not just for the very expensive collectibles.
