It might of been done by a US mail carrier.
The mail I receive from Canada is almost never cancelled at all unless the sender goes to the post office and insists the clerk immediately hand-cancels it.
I would say my ratio of uncancelled used Canadian stamps to properly canceled ones are very close to 100:1 on mail I get from Canada!

A lot of mail going to the US seems to be uncancelled for some reason.
I would say khj is right, a US clerk decided to cancel them so you could not use them again in the US
Oh I just love this one.
This happens a lot in England, where by main sorting centers machines are so old they throw out mail with old style stamps. These then come un-cancelled to your local sorting office, where by the mail person instead of using a hand stamp will do exactly this to stamps.
Now the question is, can you one re use them as they have not been cancelled officially and lets face it your child may have done it to the stamps as they scribble over anything with a pen in their hands.
However there is a lot of apathy within our mail industry as they sold off parts of Royal Mail and sorters do not much care how a envelope gets to you as long as it does.
As a collector, in my eyes, the stamp is worthless as it is defaced. But when you think about this, is a cancel mark defacing a stamp anyway, for that really is the purpose to make it invalid for postal use.
I have re used this type of scribble and got away with it but I make no practice of it, ok un-cancelled stamps is fair game.
The Mail system is in modernization here and everything is becoming on line and with bar codes and so forth, so I think if you use old stamps for posting there is going to be more chance of this occurring.
In answer to the question is it normal, it has to be NO and yes lazy by whoever does it.
Psst, by the way, I always give my mail person a tip a Christmas, it seems also to help with the un cancelled stamps production getting to me.
Just one more last thing, I once received a letter which had stamps on it from another country, which was posted in England and it still got to me. One has to laugh at these little errors but actually does it make the stamp of value via cancel mark??????

in the States, it is illegal to re-use stamps, even if not defaced. I believe i remember that in Canada, no such rule exists. in the UK?

Surely illegal in the UK, hence the unsoakable Machin, the Machin with auto-destructive die-cuts and other horrors.
In my view, if the RM cannot be bothered to cancel a stamp properly, then it is fair game for me to reuse it. Which I do. I reckon I defraud the RM by up to, oh, five pounds a year?
Well illegal or not my heart sinks when I receive stamps with scribble over it.
I would far rather have a proper cancel mark as intended. I am a collector you know
I would add this about a stamp thats uncancelled, If you found a $ would you pick it up or let it go? The principle is the same, yet I am sure we would all think its a bonus to our gain and put it in our pocket, my eyes are regularly on the floor scouring for even pennies, they all go in a jar and before you scream, I actually bag up the copper and give it to a church. And I also give my used stamps to charity (thrift) shops.
