In US Post Office Department Order #7241, dated June 26, 1913, the Postmaster General, with the approval of the Interstate Commerce Commission, parcel post stamps became valid for use as regular postage stamps. This was effective July 1, 1913. This was done in conjunction with approval for use of regular postage stamps for parcel post purposes.
Thanks for the info, Michael. I suppose one could infer that since regular postage stamps were being ok'd for parcel post service, then that would be the likely reason for the permitted usage. I wonder what prompted the consolidation?
Yes, Phil I have seen the majority of the parcel post stamps used on postcards, also with just a couple on business mail. This prompts a question to the members: Do you have covers with the parcel post stamps? Perhaps you'd scan them for show here.
Also does anyone have any of the higher value parcel post stamps on cover?

I started an earlier thread about the Parcel Post stamps used on cover and while it was officially allowed by the post office, I'm wondering why? Why would the US Post Office allow the usage of Parcel Post stamps for regular mail? Were there just tons of these stamps printed, way more than would be used for Parcel Post so rather than just have them sitting around, the regulation was modified?
