If you changed your terms and conditions in-between the purchases made by your buyer, you cannot combine the invoices as the purchases were made under different terms.
What I do when it is necessary to send two or more invoices to the same buyer is zero out the shipping in all but the first invoice. Just make sure you charged the correct shipping in the first invoice.
I believe you can "reopen" an invoice that has been sent, edit it and resend it to the buyer. Just make sure that the buyer knows it is a revised invoice and that they shouldn't pay for the original one, or else they may wind up paying twice.

What happened was he purchased 11 items and a week later, with no further activity, I sent him an invoice. The next day he purchased another 13 items, and again, one week later I sent an invoice. Not hearing from him in over a week, I send a private message. He said he knows he did not pay the invoice, and could not find it. He also said he remembers buying more items. I said I would try to send a new combined invoice to save on the shipping charges and to ignore the first two invoices. Well, I could find no way of sending a invoice for all 24 items. I guess I can resend the first invoice with the original shipping charge and resend the second invoice with a modified shipping charge, which would equal the total shipping charges I would do for the 24 items. He would still have to make 2 paypal payments. Right now he is charged $2.50 and $2.50. I want to charge $3.25 total shipping, so my second invoice will have a shipping charge of 75 cents. Hope this makes sense.

You should be able to combine the invoices. Try this:
Find the first invoice under your seller INVOICING.
Make note of the invoice number, and click on it.
Scroll to the bottom of the invoice and click on the REOPEN button.
You will go back to your list of invoices. Find the invoice. In the status column, it will show "Reopened".
Click on the invoice and it will open.
Scroll to the bottom and click on the ADD LOTS button.
You should be able to do what you want from there.
Just remember to close the other invoice(s) that you won't be using anymore.
How can I send a revised invoice to a buyer for whom I already sent 2 invoices for different groups of purchases (sent but not paid for) so that I can save him some shipping charges. It is overseas so payment will be made by paypal (hence my desire for one invoice).
