Those are labels (called "tabs" in Scott and elsewhere) which are common to Israeli stamps. There is usually a premium for MNH stamps with "tab" attached.

Yes, it gives more value to the stamp if you have the tab with it. However , if i'm correct cinderellas don't have tabs?
I don't know of other countries besides Israel that have tabs; some stamps of Czechoslavakia, Bohemia, and Slovakia have something similar, but usally BETWEEN pairs rather than at edge of a sheet. German mini sheets have intricate selvege, but i don't think it's considered tabs.
As to Cinderellas, American Lung has long issued sheets with tabs, but they serve very different purposes than the Israeli tabs. But ALA's Christmas seals and other ephemera is only one miniscule aspect of Cinderellas, of which there must be Sagan-like billions and billions.
