Dubai has issued Mother's Day stamps (listed in Scott).
I would consider US 737, 738, and 754 to be Mother's Day stamps. Mother's Day became a national holiday in the US in 1914 and was set for the second Sunday in May each year. The Whistler's Mother stamp (737 rotary Press; 738 Flat Plate; 754 imperf) was originally issued May 2, 1934, so the timing to honor Mother's Day is right. The caption "In memory of and honor of the Mothers of America" also fits the holiday.
If I were doing a topical collection on Mother's Day, this one would be a no-brainer to include, in my opinion.
Where this could get dicey is those counties that also (or only) celebrate International Women's Day. In some countries IWD is celebrated in place of Mother's Day, so you may need to include them as Mother's Day stamps. I believe that India celebrates both, but the IWD stamps often celebrate motherhood, so there would be many judgment calls needed for anyone contemplating a topical.

While checking through an old collection of stamps I found a 1972 20m Mothers Day stamp from Egypt.. Does anyone know of other countries producing a true Mother`s Day stamp...?
