The "T" on European covers generally means postage due. If that is true with this cover, then the 5d is probably the amount of postage that was underpaid.

5c was the UPU surface rate to England (and all of Europe) through most of the latter 19th and beginning of 20th centuries, so this must have been a double rate cover.
I don't know the value of a British penny to an American penny then
