Unissued Albanian independence stamp. You have the high value of the 5 denomination set: 5c, 10c, 25c, 50c, 1fr.
Prepared for the 3rd Albanian Congress (1914), but not released because GASP they put the wrong eagle!!! It should be a 2-headed eagle.
Not listed in Scott, of course. It is mentioned in Michel, but not assigned a catalog number in my 2006 Michel South Europe.

I am pretty sure this is from Albania. What I don't know if it is a bogus issue, something from the back of the book or a postage stamp.
