Does anyone know if the signatures on this 1984 'Synagogues' booklet are of any significance?

Not sure, but often these items are signed by the artists who develop the stamps.
According to Bale the artist for this one is A Berg... and the names do not look like this!

Most likley send as a New Year greeting card, so would guess the sender , who may be a postal official or goverment official.
