One of our number collects Iran..so when i received the circuit books i scanned through them...imagine my chagrin when i found the Iran book with 2 actual stamps..two spots where a stamp had been purchased and the rest with the examiners mark where he removed them and rightly so. But we do not like to pay shipping back on books that are 95 percen t empty !

I'm afraid that I don't understand your post. Why were the stamps removed? And the approval book — it had only two stamps in it?

The stamps were either forgeries or counterfeits, which outnumber the authentic stamps of early Iran (Persia) by a factor of 10/ or 20/1 (according to Scott). I do not know why the books would have remained in the circuit if they were so depleted.

I would guess that the stamps were removed because of the American embargo on Iran, which includes postage stamps, but why would three stamps (two purchased and one still mounted) remain? Might it be because they were postally used and the others weren't? Or am I off the mark entirely?
Scratch that! I just noticed the low Scott numbers.

The APS has a list of "problem" countries, and the eras, that it recommends members not send stamps to sell. An APS Examiner will always get the books submitted with such material. When they find the bad stamps, they remove the stamps, which are sent back to the seller. I suspect that the book was included in that circuit to give a chance for the remaining stamps to be sold. The reason is that when an APS Examiner removes at stamp from a submitted sales book, the seller is usually assessed a fine. If the two stamps sell, then that will cover some or all of the fine.
Since the sales circuits usually contain at least 10 sales books, and the books are shipped to the next member or back to the APS using flat rate priority mail, you really aren't out any postage costs for the one book with the flat rate shipping.

the monthly return shipping costs are either $6.35 or $7.70..the last box i sent back had only 15 books so it cost $6.35..17 books could jack it up to $7.70 .

Small flat rate box $5.75
Padded flat rate envelope $6.10

i will double check with the post office..my receipt Priority mail 2 day by weight 2lb 1.10 oz then U.S. tracking number xxxxx includes 50 dollars insurance $7.70 !

i know their box will not fit in the flat rate box..i think they want the box back.

Priority mail comes with $50 insurance included regardless of whether you ship flat rate or by zoned weight. If you're paying $7.70, then you aren't using flat rate.
APS does want the box back. The box does fit in the padded flat rate envelope, which is what I use when I get a circuit box. You have to order that envelope online as it is not available at post offices. There is no charge for the padded envelopes.

No, there is no fee for it, and no charge for shipping. I order it all the time in backs of 15.

I know this is going to sound ignorant but would someone explain what these circuit books are, how they work, and where does one find them.

Sean, members of the American Philatelic Society can purchase stamps through the sales division. The circuit books are put together by APS members to sell stamps to members. Some of the sellers are just collectors, and some are dealers.
