Brian, Scott in its laziness lumps sets together in many of the newer listings. It cites that is because "collectors usually purchase the stamps in complete sets rather than as singles". So is the same with the tortoise set from 2008.
Scott India #2249-2250.
The 15r stamps would be #2250. The 2015 value for the set is $1.40 USD MNH or used. 5r stamps (of which #2249 is one) are valued at 40 cents. That value the #2250 at $1.00. Since the stamp was issued in sheets of 13, Scott does not value the sheets, but it would be $13.00.

I don't thinks Scott's cares about collectors who only collect used stamps ,it really is pure laziness on their part in my opinion .
That is one thing Stanley Gibbons do ,is list all stamps with a value.But even they are some times not user friendly ,when they lump two sets with the same design but with different watermarks and 20 years apart under one listing,in their SOTW catalogue.

I think it' a bit "dangerous" to assign "laziness" to a company like Scott. I can't imagine how any stamp catalogue company could keep up with the flood of new issues as well as changes in the marketplace. I think it's worth considering, too, that we collectors are not exactly a major economic force in society. While Scott certainly does sell many stamp catalogues, it's hard to imagine the the numbers approach anything close to even an average "best seller". If we think that we compete, for example, with buyers of 50 Shades of Grey, we're sadly mistaken. We really don't matter in the greater scheme of things.
