I believe these facsimiles were produced by a private stamp dealer in Germany. They were not "official" products of the US government. Most I have seen had an overprint stating such. They usually fall into the Cinderella categories.

You can see the word "FACSIMILE" printed at the top of the word "STATE" at the top of the stamp. You might get $20 for the lot from someone wanting space fillers for those difficult stamps, but there are lots of government proofs out there for space fillers that catalog at $35 each. Those can often be bought for $10 or less each and the image is MUCH better. I have a real O68 and O71, plus card proofs of O69 and O70 as space fillers. I think I paid less than $10 for each proof.
