Just acquired an American 1c Franklyn stamp with the overprint...CUBA De PESO Can anyone add to the information of the time frame and reason for US postage being used in Cuba...?

Prior to 1898 Cuba was a Spanish Colony. It was subject to many Independence minded revolts, but in 1898 the Spanish American War "" resulted in the 1898 Treaty of Paris, negotiated on terms favorable to the U.S., which allowed temporary American control of Cuba, and ceded indefinite colonial authority over Puerto Rico, Guam and the Philippine islands from Spain. The United States gained several island possessions spanning the globe.""
The war began exactly fifty-two years after the Mexican–American War began, and was one of only five American wars to have been formally declared by Congress.

From a philatelic stand point, the US issued overprinted Cuban Spanish Colonial stamps in 1898 (rare and many are counterfeits) and then US overprinted stamps in 1899 (there are 6 regular, 1 special delivery and 4 postage due stamps...not counting color variations. In Sept 1899 the first US issued Republic of Cuba stamps under US Military Rule were released. Finally in 1902 Issues of the republic of Cuba began.

I would predict your stamp pictures Franklin, not Jefferson, and can be found in Scott as Cuba #221. My guess is that a current SCV would be in the neighbourhood of $0.50?
